Microsoft released their first update of 2019 on January 2nd for Office 2010, 2013 and 2016 which was supposed to fix non-security issues. However, there have been reports that Excel is either not opening or not functioning!
Microsoft has pulled the following updates:

Update for Mirosoft Office 2010 (KB4461616)
